Most agencies let you cancel without penalty up to the day before, or sometimes the day of your reservation. Book early to lock in your rate, but keep checking back to see if prices have gone down and when they do, book again at the new rate and cancel your old reservation. Be flexible, too: look at all car classes for bargains, and consider booking for a few more days to get a weekly or weekend discount if your travel plans allow.
